CLIMA.003/FRA/2015/0014 Request for Clarification - Selection Criteria: References - Certificates of good execution
We would kindly ask you to clarify if for a project funded by several donors we should provide certificates drafted and signed by all the donors involved.

Selection criteria 2.3.2.a mainly aim at determining whether a tenderer has the technical and professional capacity necessary to implement the contract. Since the framework contract CLMA.003/FRA/2015 aims at providing studies under specific contracts, we are primarily looking for references of services provided through contracts (public procurement or with private sector). Projects that were funded through grants are not eligible. However, if you think that projects funded by several donors could be considered, you should provide the necessary evidence to ensure it fulfils the criteria defined under 2.3.2a.
