Article I.16 of Framework agreement refers to agreed derogations to the terms of the FWC. Can the EC confirm that tenderer may propose derogations to be discussed and added in the final FWC?

Derogations, as the concept means, should be exceptional. Only in cases that the tenderer finds strictly necessary, derogations can be proposed.
