After careful research, we have found that employees at the institutions of the beneficiary country (in this case the Planning Institute of CoS) best fit some of the set requirements related to urbanism and could be a great asset to this project. How would we get approval from the bank if we wanted to nominate them as other experts (not key experts), and could we do so prior to the tender submittal?

It's tenderer's responsibility to check if employees at the institutions of the beneficiary country (including the Planning Institute of CoS) are considered as civil servants and other staff of the public administration of the beneficiary country. Note that civil servants and other staff of the public administration of the beneficiary country cannot be recruited as experts, unless prior written approval has been obtained from the Contracting Authority, on a case by case basis. The justification should be submitted with the tender and shall include information on the added value the expert will bring as well as proof that the expert is seconded or on personal leave. All other experts must be independent and free from conflicts of interest in the responsibilities they take on.
