The budget for the case studies is expressed in natural units (man days) and not in monetary terms, as it is the case for ‘real’ assignments. Accordingly, we understand that the costs that may be associated with the purchase of commercial datasets required for the case study are not to be indicated in Annex 6. Indeed, (i) the cost of datasets is a lump sum and cannot be ‘transformed’ into man days; (ii) given the hypothetical nature of the case study it would be quite difficult to obtain a realistic quotation; and (iii) bidders who have a direct, privileged access to the datasets would be unfairly favored. Is our interpretation correct?

It is up to the tenderer to decide whether or not the purchase of a dataset for the purposes of the case study is necessary or not, bearing in mind that total price of the case study has a 30% weighting and the quality of the case study has a 70% weighting in the final formula. If such a purchase is foreseen, the total cost (and not unit price) should be included in the Financial offer form (based on Annex 6) under “Item XY…”
