Can you confirm that submission of Annexes 1, 2 and 3 of the SRF is optional at this stage because even though this appears to be stated in section 13.1, their inclusion on the checklist in the SRF could suggest they are required now?

Tenderers are free to provide the supporting documents of Annexes 1, 2 and 3 of the SFR already at submission stage. However, as stated in Annex I (Tender Specifications), point 13.1, we confirm that the only compulsory document at that stage is the solemn declaration (SFR, Annex 4). The supporting documents you mention will be required, in any case, at the end of the award procedure and will have to be provided only by the tenderer to whom the contract is to be awarded.
