Request of clarification
In chapter 3 – Description of Product Types – of Appendix A to the Tender Specifications, the “Standard Production Time” is computed in working days assuming that a production calendar considering public holidays will be defined and agreed by Contractor and the Contracting Authority during the set-up phase. For all production work done on working days, eight (8) hours working time per working day will be considered. Considering the above we have the following questions for SatCen: • Are the weekends excluded from the working days of the Standard Production Time? • In case of “Urgent Production”, are the weekends excluded from the working days of the Production Time? • Is it correct to say that, if an order from the Contracting Authority is received on Friday at 18:00 h CET, the Contractor must activate the production at the latest on next Monday at 08:00 h CET (considering eight (8) hours working time per working day from 8:00 h to 16:00 h CET)? Is this correct for both Standard and Urgent Production?
13/01/2022
The working days for production purposes (variable part of the Contract) are Monday to Friday, both for Standard and Urgent Production. We confirm that a Production Calendar, considering public holidays, will be defined and agreed between the Contractor and the SatCen during the set-up phase. For all production work done on working days, eight (8) hours working time per working day will be considered. As indicated in Section 2.1.3 of the “Tender Specifications”, for the fixed part of the Contract, the Technical Point of Contact shall be appointed by the Contractor to act as focal point for all aspects related to production, including confirmation of Orders’ reception, clarifications requested by the Contracting Authority either during the placement of the order or during the validation process (undertaken by the Contracting Authority), delivery of products, reporting on Service status and process and any potential doubt or incidence that may arise. The TPoC shall be available twelve (12) hours a day (from 8:00 to 20:00 h CET), seven (7) days a week, during the whole duration of the Contract (including its renewal), via email and telephone. Additionally, technical issues during on-going Orders shall be managed immediately.
