Tech & prof capacity – criterion 1
In tender specifications, section 4.3.3., tech & prof capacity, criterion 1 is said that tenderers must demonstrate experience as an ICT consultancy provider proving “having placed at least 240 full time equivalents (FTEs) of ICT consultants”. Our understanding is that the 240 FTE could have been place at any moment during the execution of the contract (and therefore there is no need to demonstrate that the 240 FTEs were working at the same time in the project). Please confirm our understanding is correct, otherwise clarify
