With reference to section 4.3.3 Technical and professional capacity, page 28/32 of technical specification, the ‘’Tenderer must demonstrate experience as an ICT consultancy provider by proving that: a) over the last 3 years b) having placed at least 240 full time equivalents (FTEs) of ICT consultants’’. With the term ‘placed’, our understanding is that we should refer to TM placements to cover the requirement of the 240 FTEs. Please confirm our understanding or clarify further.

You may refer to all types of placements (T&M, FFP and QTM) as long as the relevant contracts contain information about number of FTEs.
