POWER OF ATTORNEY
With regards to section 2.3 Participation of consortia of Tender Specifications, “such grouping (or consortium) must specify the legal entity heading the project (the leader) and must also submit a copy of the document authorizing this legal entity to submit a tender”. It is our understanding that the cover letter fulfills this requirement, and we don’t need to submit a separate document as a Power of Attorney. Please, could you confirm our understanding or clarify further?
