Question on travel costs
I have a question regarding the price proposal: as we are based in another country than Luxembourg, for the face to face training, we need to include the travel costs: hence, we will always be more expensive than local providers. How is this taken into consideration in order to make it a fair bidding process?

The calculation of the estimated value of a procurement shall be based on the total amount payable, net of VAT, as estimated by the contracting authority, as explicitly set out in the procurement document (eg. ITT), with the aim of identifying the most economically advantageous tender on the basis of objective criteria that include a cost element to be determined by the contracting authority. In particular, the contracting authority has the possibility to assess value for money on the basis of other factors than solely the price or remuneration, incl. for instance costs relating to acquisition provided they can be monetized. It is also to be reminded that prices proposed must comply with mandatory Union law or national law, in particular in the field of social or labour law, which are different from one country to the other. As an example, the level of flat rates proposed for the services will be much higher in Luxembourg than in Spain, Greece or Italy, whether online or class-room based. This is why the EIF decided to consider all costs for evaluating the financial offers received from tenderers with the aim of being fair towards any tenderer, wherever they are based. Accordingly, it is the responsibility of the tenderer to decide on the travel means, hence on the related costs (eg. business flight vs train ticket).
