Proposal submission format
Section 4.2 of the Specifications document appears to require that tenders be submitted as one document with the three sections (Admin, Tech, Financial) specified. However, the checklist at the end of the "Tender Submission Form" in Section 6.2 of the Specifications document appears to require the Admin, Tech & Financial proposals to be submitted as separate documents in separate envelopes. Please clarify the correct tender submission format. Thank you.

The inner envelope referred to in Section 4.2 of the Tender Specifications shall contain the three envelopes referred to in Annex 6.2: Envelope A (Administrative Proposal), Envelope B (Technical Proposal), Envelope C (Financial Proposal).
